Your Committee on Planning, to which was referred Bill No . 643 ,
regarding the rezoning request of Michael Ginoza , Waiakea ,
South Hilo , Hawaii , TMK: 2-2-21: 26 , reports as follows :
Bill No . 643 amends Section 25-114, Article 3, Chapter 25 of the
Hawaii County Code , by changing the district classification of
19, 197 square feet of land from Single Family Residential (RS-10 ) to
Office Commercial (CO-20 ) .
The subject property fronts the mauka side of Kinoole Street , between
Mohouli and Lanihuli Streets . Until recently, the
Planning Department considered properties mauka of Kinoole Street as
falling within the General Plan land use designation of
Medium Density Development . The Planning Department now states that
"A reassessment of the Land Use Pattern Allocation Guide Map reflects
a High Density rather than a Medium Density Urban Development
designation. " A High Density designation may allow Office Commercial
uses .
The applicant plans to convert an existing single family dwelling on
the property into a real estate office building .
The State Land Use district classification is Urban . Water and all
essential utilities and services are readily available to the
property .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 643 and recommends that it pass first reading .
