Your Committee on Planning, to which was referred Bill No . 635,
regarding the rezoning request of Roger James , Kahua, North Kohala ,
Hawaii , TMK: 5-9-06 : 4, reports as follows :
Bill No . 635 amends Section 25-95A, Article 3, Chapter 25 of the
Hawaii County Code , by changing the district classification of
26 .085 acres of land from Agricultural (A-20a ) to Agricultural (A-3a ) .
The subject property is located in the Kohala Estates Subdivision in
North Kohala . The applicant has been living on the property for
approximately two years . He is raising green onions and soybeans on
about an acre .
The applicant plans to subdivide the property into eight 3-acre
parcels and to transfer ownership of two lots to his mother-in-law
and her son .
According to the Planning Department , Kohala Ranch Water Company has
issued a water commitment to the applicant to provide water from its
private water system. All other essential utilities and services are
available to the property .
The Council has , in the past several months , approved similar
rezoning requests from property owners in the Kohala Estates
Subdivision .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 635 and recommends that it pass first reading .
