RESOLUTION NO. 1/R4 1`7
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE PUNA
COMMUNITY MEDICAL CENTER TO SUPPORT ITS "UNINSURED FUND."
WHEREAS,the Puna Community Medical Center (PCMC), a 501(c)(3) nonprofit
organization, is a community-based, walk-in medical clinic whose mission is to provide readily-
accessible, high-quality health care for the residents and visitors of Puna; and
WHEREAS, PCMC is experiencing an increase in patient visits from uninsured, low-
income individuals, because for many, the only alternative is the Hilo Medical Center's
emergency room; and
WHEREAS, to ensure that no one is turned away, PCMC offers a sliding-scale payment
option based on income eligibility to those in need of urgent medical care; and
WHEREAS, PCMC is requesting funds to support its "uninsured fund"that helps to
defray the cost of providing medical services to an ever-increasing number of uninsured
individuals in Puna; and
this initiative falls within the objectivesDepartment of Research and of the
WHEREAS,
Development's social and economic development program, which is to identify the needs of the
community and support projects that promote social economic growth; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to the Puna Community Medical Center to support
its "uninsured fund."
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
