A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
REIMBURSEMENT OF EXPENSES RELATED TO THE 2017 HAWAII ISLAND
VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawai`i Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, BIRCDC has worked together with the Hawai`i Island Veterans Day
Parade Committee to honor all veterans in Hawaii County by coordinating the 2017 Hawaii
Island Veterans Day Parade in Hilo on November 4, 2017; and
WHEREAS, BIRCDC is requesting a reimbursement for expenses incurred from the
2017 Hawaii Island Veterans Day Parade, which includes costs associated with special duty
police officers, insurance, portable toilets, tents, a public address system, and permits; and
WHEREAS, the Office of the Prosecuting Attorney encourages and promotes crime
prevention and community initiatives, which improve the quality of life for Hawai`i Island
residents; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to the Big Island Resource Conservation and
Development Council for the reimbursement of expenses related to the 2017 Hawai`i Island
Veterans Day parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
