HomeMy WebLinkAboutREP PC 374 09/12/1988 1984-1988 _ . 111 410 REPORT OF THE COMMITTEE ON PLANNING DATE: September 12, 1988 Re : Comm . 1747 PLACE: Councilroom TIME: 1 : 30 p.m. Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 615 , regarding the rezoning request of Kailua Bay Village , Inc. , Kailua-Kona, Hawaii , TMK: 7-5-09 :portion of parcel 25 , reports as follows: Bill No . 615 amends Section 25-89, Article 3 , Chapter 25 of the Hawaii County Code , by changing the district classification of 2. 25 acres of land from Multiple Family Residential (RM-1 ) to Resort-Hotel (V.75) . A portion of the subject property is already zoned for Resort use . Therefore , the rezoning request applies to the remaining area . The proposed development will consist of eight free standing structures . Five of these structures will be one-story and the remaining three will be two-story in height . Tenants will be primarily specialty retail shops and restaurants . The development will include at least 283 parking stalls . An on-site sewage treatment plant will be constructed if the Department of Public Works - Wastewater & Solid Waste Division determines that it is not possible for the subject development to hook into the County 's system . Bill 615 passed first reading of the County Council on September 7 , 1988 and was recommitted to the Planning Committee for further discussion as to whether or not the applicant should be required to develop affordable housing units in conjunction with the project . Councilman Russell Kokubun asked the Planning Director whether a housing requirement should be imposed on the project . The director answered in the negative and added that the administration ' s position is that commercial developments should not be subjected to a housing requirement because they, generally, do not create a housing need . Committee Vice Chairman Spencer Kalani Schutte informed the Planning Director that he disagrees with the administration ' s position . He added that a policy which requires only certain developments to include affordable housing units is the primary cause of the confusion that currently surrounds the County 's affordable housing requirement . PC- 374 Page 2 September 12, 1988 The Planning Director made reference to primary employment centers being industrial cores , such as resorts , agriculture , etc . Commercial activity is generally considered an outcrop of the primary employment centers . Although a brief period of discussion followed Councilman Schutte 's comments , no amendments were made .
