Your Committee on Planning, to which was referred Communication
No. 1735 , reports as follows :
Communication No . 1735 is a report from Councilman Takashi Domingo,
2nd Vice President of the Hawaii State Association of Counties
( HSAC) , on the HSAC Executive Committee Meeting of July 29, 1988.
Communication 1735 states that "The Executive Committee approved HSAC
sponsored participation for two steering committees, namely
Public Lands and Community and Economic Development . HSAC will pay
for travel expenses for members serving on both committees. "
As recommended by the Executive Committee, your Committee recommends
that Councilwoman Lorraine Jitchaku-Inouye be nominated to serve on
the National Association of Counties ' Community and Economic
Development Steering Committee.
Communication 1735 also states that , as provided for in Section 11 of
the Bylaws of the HSAC, Inc . , the Executive Committee established the
following special committees via individual resolutions :
1. Special Committee on Real Property Taxation
This committee is charged with the following duties and
responsibilities :
a. Review of all matters pertaining to real
property taxation affecting the Counties, and
b. Comprehensive review and recommendations
pertaining to uniformity requirements and
amendments to the Counties ' real property
tax laws .
2. Special Committee on Public Works
This committee is charged with the following duties and
responsibilities :
a. Review of all matters pertaining to
highways, sewers , refuse disposal, water
distribution systems, and other governmental
facilities, and

b. Comprehensive review of all laws, codes, and
rules and regulations pertaining to the
foregoing matters affecting the Counties.
3. Special Committee on Education and Conference
This committee is charged with the following duties and
responsibilities :
a. Review and recommend procedures for the
dissemination of informational
communications, reports, bulletins,
pamphlets, etc . to the federal and state
governmental agencies and the public
affecting the Counties, and
b. Coordinate and plan conferences and
workshops for the corporation, with or
without public participation.
Your Committee on Planning recommends that Councilwoman Lorraine
Jitchaku-Inouye be nominated to serve on the National Association of
Counties' Community and Economic Development Steering Committee .
