jour Committee on Planning, to which was referred Resolution
o . 476 88 , regarding State-County overlapping functions relating to
highways, reports as follows :
The purpose of Resolution No . 476-88 is to endorse the recommendation
of the Ad Hoc Committee of County officials , that the counties assume
maintenance of State highways, provided that the State will agree
to: 1 . legislatively grant to the counties the same relief from tort
liability that the State enjoys ; 2. provide to the counties the funds
necessary to cover the actual cost of operating and maintaining the
highways ; and 3 . turn over to the counties a proportionate share of
fuel and weight taxes .
Your Committee on Planning concurs with Resolution No . 476-88 and
recommends its adoption.
