Your Committee on Planning, to which was referred Bill No. 591,
regarding the rezoning request of J. David Richardson, et al ,
Kohala Estates Subdivision, Kahua, North Kohala, Hawaii,
TMK: 5-9-07 : 1 , reports as follows:
Bill No . 591 amends Section 25-95A, Article 3 , Chapter 25 of the
Hawaii County Code , by changing the district classification of
20 . 293 acres of land from Agricultural (A-20a) to Agricultural (A-3a) .
The applicants plan to subdivide the subject property into six lots .
The applicants stated that "---the most productive and economically
rewarding agricultural use of the property will be through the
construction of greenhouses for floriculture, specifically for the
propagation of orchids, roses, carnation and palms . " They have
established a small lilikoi test orchard, using drip irrigation. The
test orchard covers approximately 2,500 square feet .
The applicants do not plan to build any houses on the property at the
present time .
It should be noted that several Kohala Estates properties have been
rezoned to Agricultural (A-3a) . The Department of Public Works has
stated that "The developer advocated large lots and counted on the
Planning Department to keep the zoning from being changed
(William Roberts to Ray Suefuji 6-15-70) . Thereupon, the length of
the cul-de-sacs were allowed to exceed the recommended maximum and
road connectors to adjacent property were not constructed on the
assumption that the size of the lots will remain large and the amount
of the lots will remain small . "
The General Plan designates the property for Extensive Agricultural
use . The State Land Use designation is Agricultural . Water will be
provided by the Kohala Ranch Water Company. All other essential
services and utilities are readily available to the property .
