Re: 01/ REPORT OF THE F_ 411 COMMITTEE OJ PLANNING DATE : July 11 , 1988 Re: Comm . 795 .1 PLACE : Councilroom TIME: 11: 30 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 588 , regarding a request to delete Condition D of Ordinance No . 86-135 (Keith Tom) , reports as follows: The purpose of Bill 588 is to amend Section 25-87 , Article 3 , Chapter 25 of the Hawaii County Code , relating to the deletion of Condition D of Ordinance No . 86-135 which reclassified certain lands from Agricultural (A-20a ) to Agricultural (A-la ) at Kalaoa, North Kona , identified as Tax Map Key 7-3-04 : 4 . Condition D requires the applicant to widen the pavement and stabilize the shoulders of the Old Government Mauka Road fronting the subject property. The Planning Director and Planning Commission are recommending that the request be denied . In its transmittal letter , the Planning Commission stated, "Since the access to the property was inadequate , the Planning Director and Planning Commission felt that the initial rezoning request can be granted only if improvements were made to the pavement and shoulders of the Old Government Mauka Road. If no improvements were to be made , then obviously , the application would not have been favorably recommended for approval . " The Department of Public Works has stated, "The existing Old Government Road is sub-standard and not suitable as access for further subdivisions . If the roadway cannot be widened at this time, we recommend that this subdivision application be deferred until roadway improvements can be provided .
