Your Committee on Planning, to which was referred Bill No . 580 ,
regarding the rezoning request of James and Rose Marie Hezekia ,
North Kona, Hawaii , TMK: 7-9-10 :57, reports as follows:
Bill No . 580 amends Section 25-87 , Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
15 ,000 square feet of land from Single Family Residential (RS-15 ) to
Neighborhood Commercial (CN-10 ) .
The subject property fronts the mauka side of Mamalahoa Highway, less
than 400 feet south of the Kona Medical Associates Office in
North Kona .
The applicants plan to construct a barber and beauty shop on top of
an existing carport . The floor area of the shop will be
approximately 420 square feet . Off-street parking for twelve cars
will be provided . The business will be operated by the applicants
who reside on the premise .
The General Plan designates the property for Medium Density Urban
use . The State Land Use district classification is Urban . Water and
other essential utilities and services are available to the property .
Your Committee amended the bill to include the following statement
regarding the proposed Unified Impact Fees Ordinance :
SECTION 3. Should the council adopt a Unified Impact
Fees Ordinance setting forth criteria for the
imposition of exactions or the assessment of impact
fees , conditions included herein may , at the
developer 's election , be satisfied by performance in
accordance with the requirements of the Unified Impact
Fees Ordinance .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 580 , Draft 2, and recommends that it pass first reading .
