Your Committee on Planning, to whic .,,ywas referred Bill No . 511 ,
reports as follows :
Bill 511 amends Chapter 25 of the Hawaii County Code , by adding a new
article creating a Downtown Hilo Design Revielii Commission .
The purpose of the Commission under this artic •le is to advise the HRA
and Planning Department on all matters involving construction,
rehabilitation and redevelopment activities in the Downtown Hilo
Commercial District ( CDH) .
Bill 511 is a companion bill to Bill No . 467 , Draft 3 , which creates
a CDH district .
Your Committee received a letter dated April 18 , 1988 , from
Corporation Counsel John Wagner stating that provisions in Bill 511
conflicts with Chapter 53 , Hawaii Revised Statutes , and is ,
therefore , illegal and void .
Your Committee has amended companion Bill 467 , Draft 3 , to such an
extent that the provisions of Bill 511 is no longer necessary . In
light of this action and Corporation Counsel ' s April 18 , 1988 opinion
of Bill 511 , your committee is recommending that the file on
Bill No . 511 be closed.
