Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 564 , regarding a request to amend Condition D of Change of Zone Ordinance No . 87 32 , reports as follows: The purpose of Bill 564 is to amend Section 25-114 , Article 3 , Chapter 25 of the Hawaii County Code , relating to the modification of Condition D of Ordinance No . 87 32 which reclassified certain lands from Open (0) to Limited Industrial (ML-10 ) at Waiakea, South Hilo , Hawaii , identified as TMK : 2-2-35 :72 . The subject property is located on the southeast corner of the Kanoelehua Avenue-Hualani Street intersection ® (Hualani Street is the access road to the old Hilo airport . ) Condition D of Ordinance 87 32 states, "no access shall be allowed from Kanoelehua Avenue. A 10-foot wide planting easement shall be delineated along the entire frontage of Kanoelehua Avenue . Access shall be limited to Hualani Street . " Bill 564 amends Condition D to read as follows: "access from Kanoelehua Avenue shall meet with the approval of the State Department of Transportation, Highways Division . Further , except for the access from Kanoelehua Avenue which may be permitted by the State Department of Transportation, Highways Division , a 10-foot wide planting easement shall be delineated along the entire frontage of Kanoelehua Avenue. " The Highways Division has no objection to the proposed amendment .
