Your Committee on Planning, to which was referred Bill No . 561 ,
regarding the rezoning request of Edward and Melva Hirayama,
Waiakea Houselots , South Hilo, Hawaii , TMK: 2-2-35 :99 , reports as
follows:
Bill No . 561 amends Section 25-114 , Article 3 , Chapter 25 of the
Hawaii County Code , by changing the district classification of
11,450 square feet of land from Single Family Residential (RS-10 ) to
Limited Industrial (ML-10 ) .
The subject property is a flaglot with frontage on Kalanikoa Street
in Waiakea Houselots .
The applicants plan to convert an existing single family dwelling
into an office and storage area for their electrical business . The
adjacent property to the north was rezoned to Limited Industrial in
1985 . An office/warehouse building is presently under construction
on this property .
Your Committee has amended the bill to include the following
statement regarding the proposed Unified Impact Fees Ordinance:
SECTION 3 . Should the council adopt a Unified Impact
Fees Ordinance setting forth criteria for the
imposition of exactions or the assessment of impact
fees , conditions included herein may, at the
• developer ' s election, be satisfied by performance in
accordance with the requirements of the Unified Impact
Fees Ordinance .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 561, Draft 2 , and recommends that it pass first reading .
