Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 555 , regarding a request to amend Condition G_ of Change of Zone Ordinance No . 85 46 , reports as follows: The purpose of Bill 555 is to amend Section 25-86 , Article 3 , Chapter 25 of the Hawaii County Code , relating to the modification of Condition G of Ordinance 85 46 which reclassified certain lands from Agricultural (A-20a ) to Agricultural (A-3a ) at Kaloko, North Kona, Hawaii , identified as TMK : 7-3-24 :9 . In May 1985 , the County Council approved the rezoning of the subject property from A-20a to A-3a, subject to various conditions . Condition G mandated the applicant to install a drainage system in accordance with the requirements of the Department of Public Works . As such , the Department of Public Works imposed the following requirements: "Submit drainage calculations and a comprehensive drainage master plan for the entire Kaloko Mauka subdivision for approval by the Department of Public Works . It is suggested that the applicants ' recently granted change of zone approval within the area combine their [ sic] resources , with other applicants and provide a single comprehensive drainage master plan for the entire Kaloko Mauka Subdivision ." Bill 555 artiends Condition G by replacing the original requirements with the following statement as recommended by the Department of Public Works: "Petitioner shall install a drainage system, which will dispose of its pro rata share of pre-existing basin flow and subdivision 's flow due to development, meeting with the approval of the Department of Public Works . The pro-rata share ratio computation also shall be reviewed and approved by the Department of Public Works .
