HomeMy WebLinkAboutREP PC 321 04/25/1988 1984-1988 REPORT OF THE 4 COMMITTEE ON PLANNING DATE.: April 25 , 1988 Re: Comm. 1572 PLACE : Councilroom TIME: 1: 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 • Your Committee on Planning, to which was referred Bill No . 531, regarding the rezoning request of Ray Lauchis, Kohala Estates Subdivision, Kahua, Hawaii, TMK : 5-9-5 :8 , reports as follows: Bill No . 531 amends Section 25-95A, Article 3, Chapter 25 of the Hawaii County Code , by changing the district classification of 7 .05 acres of land from Unplanned (U) to Agricultural (A-3a) . According to the applicant, "The main reason for this request for subdivision of lot 50 , TMK 3rd Div. 5-9-05 :8 is so that we may at a future time convey the lots , one each , to our two children . Our immediate plan for the property is to create a rare tree and plant nursery. " The applicant further stated, "Starting in 1964 I created . . Olu Pua Gardens , a botanic garden on the Island of Kauai open •to the public for a fee . Since moving to the Big Island my wife and I started ° Malia Mushrooms ' growing shiitake mushrooms for the fresh market . " The General Plan designates the property for Extensive Agricultural use . The State Land Use district classification is Agricultural . Water will be available from Kohala Ranch Water Company' s private water system. The property already has two existing water meters . Your Committee has amended the bill to include the following statement regarding the proposed Unified Impact Fees Ordinance: SECTION 3 . Should the council adopt a Unified Impact Fees Ordinance setting forth criteria for the imposition of exactions or the assessment of impact fees , conditions included herein may, at the developer ' s election, be satisfied by performance in accordance with the requirements of the Unified Impact Fees Ordinance .
