Your Committee on Planning, to which was referred Bill No . 475 ,
reports as follows:
Bill No . 475 amends the County Charter by changing the deadline for
submittal of the budget and capital program by the Mayor to the
County Council and by requiring the Mayor to conduct public hearings
on the budget prior to its submittal to the County Council .
The bill was referred to the Administration for comments . The
Administration responded via a letter from the Mayor , dated March 8 ,
. 1988 , and identified as- Communication No . 1529 .
The Administration listed nine reasons to support their objection to
the bill and summarized by stating, "We believe the Charter amendment
suggested by Bill 475 , while providing the, Council with a longer
period of review, would prematurely terminate a comprehensive and
prudent review by the Administration . We , therefore , recommend that
Bill 475 be filed ."

Your Committee on Planning concurs with the Administration and
recommends that the file on Bill 475 be closed .
