Your Committee on Planning, to which was referred Bill No . 485 ,
regarding the rezoning request of Ernest Sakamoto, Kalaoa,
North Kona, Hawaii , TMK: 7-3-05 :86 , reports as follows :
Bill No . 485 amends Section 25-87 , Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
6 .606 acres of land from Unplanned (U) to Single Family Residential
(RS-10 ) .
The State Land Use Boundary Map is being amended as per
Ordinance 86-126 , which establishes procedures for the County to
amend State Land Use boundaries of properties of fifteen acres or
less , except those lands within the Conservation District .
Ordinance 86-126 also allows the simultaneous processing' of boundary
amendment with other land use amendments and permits .
The applicant plans to subdivide the subject property into
21 residential lots . The property is located adjacent to the
Kona Palisades Subdivision .
Bill 485 passed first reading of the County Council on February 17 ,
1988 and was recommitted for further discussion . Specifically,
Councilmembers were concerned about claims by residents of the
Kona Palisades Subdivision that rezoning of the subject parcel , and
an adjoining parcel which is also being considered for rezoning, will
eventually add vehicular traffic to Kaiminani Drive which they
believe is already dangerously impacted .
During discussion of Bill 484 (State Land Use Boundary Amendment
request of the applicant ) your Committee agreed that members of the
Planning and Public Works Committees would meet with residents of the
Kona Palisades Subdivision to further discuss concerns of the
residents that rezoning of adjoining properties would further impact
the subdivision 's Kaiminani Drive .

Your Committee is in accord with the intent and purpose of Bill 485 ,
Draft 2, and recommends that it pass second and final reading;
however , your Committee recommends that the bill not be heard by
Council until members of the Planning and Public Works Committees
have had the opportunity to meet with residents of the Kona Palisades
Subdivision .
