Your Committee on Planning, to which was referred Bill No . 484 ,
regarding the State Land Use Boundary Amendment request of Ernest
Sakamoto, Kalaoa, North Kona, Hawaii , TMK : 7-3-05 :86 , reports as
follows:
Bill No . 484 amends the State Land Use Boundaries Map, H-7 for the
County of Hawaii by changing the district classification of
6 .606 acres of land from the Agricultural to the Urban district .
The State Land Use Boundary Map is being amended as per
Ordinance 86-126 , which establishes procedures for the County to
amend State Land Use boundaries of properties of fifteen acres or
less , except those lands within the Conservation District .
Ordinance 86-126 also allows the simultaneous processing of boundary
amendment with other land use amendments and permits .
The applicant plans to subdivide the subject property into
21 residential lots . The property is located adjacent to the
Kona Palisades Subdivision .
Bill 484 passed first reading of the County Council on February 17 ,
1988 and was recommitted for further discussion . Specifically ,
Councilmembers were concerned about claims by residents of the
Kona Palisades Subdivision that rezoning of the subject parcel , and
an adjoining parcel which is also being considered for rezoning, will
eventually add vehicular traffic to Kaiminani Drive which they
believe is already dangerously impacted . The Department of Public
Works was instructed to send representatives to the committee meeting
to address this problem.
Your Committee heard testimonies from Mr . Joe Almeida,
General Manager of the Kona Palisades Association, who also presented
members of the Committee with a petition signed by approximately
290 residents of the subdivision . The petition states, in part:
"1 . That the approval of the access roads to the new
subdivisions not be allowed to connect with Kaiminani Drive;
2 . That the County consider another mauka, makai access
road besides Kaiminani Drive to connect the Belt Highway and
Queen Kaahumanu Highway and design the same for use by heavy
traffic ;

3 . That heavy vehicles be barred from using
Kaiminani Drive , as they pose a danger to life and property. "
A representative of the Department of Public Works informed the
Committee that roadways within the subdivision were designed to form
a grid network to serve adjoining properties . The applicant ' s
representative informed the Committee that even if rezoning is
approved and the property is immediately developed, it will be
several years before houses are built on all of the lots .
Committee members are of the opinion that heavy traffic originates
from outside of the subdivision by individuals using Kaiminani Drive
as a through street and that the amount of traffic generated from
within the subdivision is minimal .
Members of your Committee agreed, however , that there is a need for
Councilmembers to informally discuss this problem with residents of
the subdivision to enable the members to gain a better picture of the
problem.
Members of the Public Works and Planning Committees will meet with
residents of the subdivision to further discuss this issue and that
the meeting will be held in the subdivision ' s community center .
Your Committee also agreed that the applicant 's request before the
Committee and the problems involving Kaiminani Drive are separate
issues which should be dealt with separately .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 484 and recommends that it pass second and final reading .
