HomeMy WebLinkAboutREP PC 300 03/14/1988 1984-1988 -�- 411 REPORT OF THE411 • COMMITTEE ON PLANNING DATE: March 14 , 1988 Re: Comm. 1503 PLACE : Councilroom TIME: 1: 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 499 , regarding the rezoning request of Waikoloa Hills Associates, Waikoloa Village , South Kohala, Hawaii , TMK : 6-8-3 :6 , reports as follows: Bill No . 499 amends Section 25-95H, ' Article 3 , Chapter 25 of the Hawaii County Code, by changing the district classification of 5 . 336 acres of land from Multiple Family Residential (RM-3 ) to Multiple Family Residential (RM-2 .5 ) . The subject property fronts Paniolo Ave . in Waikoloa Village . The Waikoloa Hills Condominium project is being developed on the property. Phase I , which consists of 24 units , is nearing completion . The rezoning application affects Phase II, which was rezoned from Village Commercial ( CV-10 ) to Multiple Residential (RM-3 ) in 1972 . The current request is to change the zone designation from RM-3 to RM-2 .5 . This change will enable the applicants to convert a proposed 4-bedroom unit into two 2-bedroom units , thereby increasing the density of the property from the currently planned 77 units to 78 units . It should be noted that a change from RM-3 to RM-2 .5 will increase the allowable density from 77 to 92 units . However , the applicants plan to increase the unit count by only one. Water is available to the property from a private system in Waikoloa Village. Wastewater will be disposed of into the private Waikoloa Treatment plant . Underground electrical and phone lines are available along Paniolo Avenue . The General Plan designates the property for Medium Density Urban development . Such a designation may allow multiple residential uses at a maximum density of 35 units per acre, provided applicable goals and policies' ci s of the General Plan are met . M 110 S PC- 300 Page 2 March 14 , 1988 Your Committee has amended the bill to include the following statement regarding the proposed Uniform Impact Fees Ordinance: SECTION 3 . Should the council adopt a Unified Impact Fees Ordinance setting forth criteria for the imposition of exactions or the assessment of impact fees , conditions included herein may at the developer 's election, be satisfied by performance in accordance with the requirements of the Unified Impact Fees Ordinance .
