HomeMy WebLinkAboutREP PC 298 03/14/1988 1984-1988 t REPORT OF THE �.,._. 0 COMMITTEE ON PLANNING DATE: March 14 , 1988 Re: /Comm. 1501 PLACE : Councilroom • TIME: 1 : 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 497 , . regarding the rezoning request of Craig and Bette Bishop, Kohala Estates , North Kohala, Hawaii , TMK: 5-9-7 : 6 , reports as follows: Bill No . 497 amends Section 25-95A, Article 3 , Chapter 25 of the Hawaii County Code, by changing the district classification of 26 .1 acres of land from Agricultural 20-acre (A-20a) to Agricultural 3-acre (A-3a) . The property is located in the Kohala Estates Subdivision . The applicants plan to subdivide the property into eight lots and to build a single family dwelling on one of the lots within six months from the approval of the proposed subdivision . Water to the proposed subdivision will be provided by the Kohala Ranch Water Company . The applicants have an agreement with Kohala Ranch for a maximum of 4 ,800 gallons of water per day. The General Plan designates the property for Extensive Agricultural use . The State Land Use Commission designates the property for Agricultural use . Committee Chairman Takashi Domingo informed members of the Committee that the Committee has been amending all rezoning bills to include a statement regarding the proposed Unified Impact Fees Ordinance and inquired as to whether the inclusion of this statement should be limited to larger proposed developments which would impact surrounding infrastructure . Your Committee decided to continue the practice of including the statement in all rezoning bills, because this was agreed upon by the full Council several months ago . Therefore , your Committee has amended Bill 497 by including the following statement: SECTION 3 . Should the council adopt a Unified Impact Fees Ordinance setting forth criteria for the imposition of exactions or the assessment of impact fees , conditions included herein may at the developer 's election, be satisfied by performance in accordance with the requirements of the Unified Impact Fees Ordinance .
