your Committee on Planning, to which was referred Communication
No . 1521 , reports as follows:
Communication No. 1521 reports on the meeting of the HSAC Executive
Committee , transmitting additional revisions to the HSAC Bylaws .
Your Committee notes the additional revisions to the HSAC Bylaws
provides for the following:
1 . Retention of the unanimous vote provision and
deletion of all references relating to abstentions .
2 . All interim policies would automatically appear on
the agenda for ratification by the general membership,
requiring a "no" vote to defeat policies .
. 3. The Executive Committee prepare and submit to the
counties an operating budget on or before the fifteenth
day of April before the ensuing fiscal year begins .
4. Clarification on the travel policy to include
airfare only for councilmembers and deletion of staff
travel .
5 . Retention of the "Order of Business" in the bylaws .
6 . Utilize the newly revised or latest edition of
Robert ' s Rules of Order .
7 . Retain the Mayors as ex-officio members of HSAC.
With regard to the election of officers , your Committee proposes that
the officers be selected from among the four counties '
representatives to the Executive Committee, with approval of the
recommended slate of officers by the general membership.

Your Committee on Planning concurs with the additional revisions to
the HSAC bylaws and recommends Council 's approval . Your Committee
further recommends that a copy rof this report be forwarded to the

Hawaii State Association of Counties ' Executive Committee.
