Your Committee on Planning, to which was referred Bill No . 489,
regarding the General Plan amendment request of
Kamehameha Schools/B. P. Bishop Estate, Makalawena, North Kona,
Hawaii , TMK: 7-2-04: 1 & 2, reports as follows:
Bill No . 489 amends the General Plan Land Use Pattern Allocation
Guide Map by redesignating approximately 353 acres of land from
Conservation to Resort , Medium Density Urban and Open designations .
An Environmental Impact Statement (EIS ) was filed for the General
Plan amendment petition covering the parcels and proposed development
plans . According to the EIS, "The objective is to develop a high
quality, low density resort community at Makalawena that will provide
a luxury- hotel , golf-oriented multi-family residence , a "tennis
complex, a wildlife refuge surrounding Opaeula Pond and improved
public access to the beaches fronting the property . "
Your Committee, at its meeting of February 8, 1988, heard testimonies
from several speakers opposing Bill 489. Your Committee also heard
from a representative of the applicant who requested that action on
the bill be deferred to enable the applicant to continue reviewing
possible aternative development plans and to continue discussions
with the State on the possibility of entering into a land exchange
agreement .
Committee Chairman Takashi Domingo agreed to the applicant 's
request . Bill 489 was heard at your Committee 's meeting of
February 22, 1988, at which time the applicants ' representative read
a letter addressed to Chairman Domingo. The letter stated , in part ,
"Please accept this letter as a formal request for withdrawal of
Kamehameha Schools/Bernice Pauahi Bishop Estate and the United Church
of Christ , Hawaii Conference Foundation ' s application for an
amendment to the General Plan Land Use Pattern Allocation Guide Map
from Conservation to Resort , Medium Density Urban and Open and an '
associated amendment to the County General Plan which would classify
Makalawena as an Intermediate Resort . "

Your Committee on Planning recommends that the County Council accept
the applicants ' request to withdraw the application .
