Your Committee on Planning, to which was referred Bill No. 482,
regarding the State Land Use Boundary amendment request of
Hamakua Sugar Co. , Inc . , Hamakua, Hawaii , TMK: 4-2-3:portion of 3,
reports as follows:
Bill No . 482 amends the State Land Use Boundaries Map, H-51, for the
County of Hawaii by changing the district classification of
2, 708 square feet of land from the Agricultural to the Urban District .
The State Land Use boundary is being amended as per Ordinance
No. 86-126 , which allows the County to amend boundaries of properties
of fifteen acres or less -- except those lands within the
Conservation District. Ordinance 86-126 also allows the simultaneous
processing of State Land Use district boundary amendments with other
land use amendments and permits .
The application for boundary amendment involves two very small strips
of land which, according to Hamakua Sugar Co. , are not suitable for
agricultural purposes . The sugar company plans to deed these remnant
parcels to an abutting landowner .
The General Plan designates the area for Low Density Urban
Development . The State Land Use district classification is
designation is Agricultural A-40a .

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 482 and recommends that it pass first reading.
