Your Committee on Planning, to which was referred Bill No. 481,
regarding the rezoning request of Kealakekua Ranch, Ltd. , South Kona,
Hawaii , TMK: 8-2-02 : 33 & portion of parcel 2, reports as follows :
Bill No. 481 amends Section 25-88, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
approximately 108.8 acres of land from Unplanned (U) and Agricultural '
(A-5a) to Residential and Agricultural (RA-2a) .
The applicant plans to subdivide the subject property into 36 lots ,
with each lot consisting of at least two acres, and one lot measuring
89 acres . The 36, two-acre parcels will be sold for residential and
agricultural uses . The 89-acre parcel will be retained by Kealakekua
Ranch .
The State Land Use District classification of the area affected by
the rezoning is Urban. The General Plan designates the area as Low
Density Urban/Alternate Urban Expansion and Orchards . Current zoning
is Agricultural (A-5a) and Unplanned.
Water and all essential utilities and services are available to the
subject property.
Your Committee has amended the bill to include the following
statement:
SECTION 3. Should the council adopt a Unified Impact
Fees Ordinance setting forth criteria for the
imposition of exactions or the assessment of impact
fees , conditions included herein may, at the
developer ' s election, be satisfied by performance in
accordance with the requirements of the Unified Impact
Fees Ordinance .
