Your Committee. on Planning, to which was referred Bill No. 456,
regarding the rezoning request of Nira Kurihara, Waiakea Homesteads ,
South Hilo, Hawaii , TMK: 2-4-14:8, reportsas follows :
Bill No. 456 amends Section 25-114, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
42,624 square feet of land from Single Family Residential -
15 ,000 square foot (RS-15 ) to Single Family Residential -
10 ,000 square foot (RS-10) .
In 1973 , the Planning Commission granted the applicant a density
variance to construct a third dwelling on the subject property. The
applicant plans to subdivide the property into three lots to
accommodate the three existing dwellings .
The applicant will continue to° reside on one of the lots, while the
remaining lots will be conveyed to family members .
Bill 456 passed first reading of the Council on January 18, 1988, and
was recommitted to the Planning Committee at the recommendation of
Committee Chairman Takashi Domingo. This action was taken to enable
your Committee to amend the bill to include the following statement
regarding the proposed Unified Impact Fees Ordinance:
Section 3. Should the council adopt A Unified Impact
Fees Ordinance setting forth criteria for the
imposition of exactions- or the assessment of impact
fees , conditions included herein may, at the
developer ' s election, be satisfied by performance . in
accordance with the requirements of the Unified Impact
Fees Ordinance.
Your Committee on Planning is now in full accord with the intent and
purpose of Bill No. 456, Draft 2, and recommends that it pass second
and final reading.
