Your Committee on Planning, to which was referred Bill No . 448 ,
regarding the rezoning request of Komohana '79 Associates ,
South Hilo, Hawaii , TMK : 2-3-35 :portion of 16 , reports as follows :
Bill No . 448 amends Section 25-114, Article 3 , Chapter 25 of the
Hawaii County Code, by changing the district classification of
4 .6 acres of land from Multiple Residential - 4 ,000 square foot
(RM-4) and Agricultural 1-acre (A-la ) to Neighborhood Commercial -
10 ,000 square foot ( CN-10) .
The subject property was rezoned from Single Family Residential
(RS-7 .5 ) and Agricultural (A-la ) to its present Multiple Family
Residential (RM-4) designation in 1976 .
The property was subsequently developed into a 10-lot subdivision for
multiple family uses . Final subdivision approval is pending,
awaiting completion of drywells and other improvements .
The applicant is now interested in converting the subdivision to
commercial uses .
The Planning Director is recommending denial of the application while
the Planning Commission is recommending approval . The Director
believes that a commercial development in the subject area would be
inappropriate because the High Density Urban core presently extends
from Downtown Hilo to the Hilo Shopping Center with another
concentration at the Prince Kuhio Plaza shopping center . There are
presently four high density commercial centers serving the city:
downtown Hilo, Kaiko 'o area, Hilo Shopping Center and the
Prince Kuhio Plaza.
The Planning Director stated that the request conflicts with the
General Plan policy which states, "In an effort to assist existing
commercial developments, urban renewal, rehabilitation, and/or
redevelopment , programs shall be undertaken in cooperation with
communities, businesses and governmental agencies ---"
The Hawaii Redevelopment Agency ( HRA) has raised question about the
appropriateness of the rezoning request . The HRA is attempting to
rezone approximately 130 acres within downtown Hilo to a commercial
district to encourage new commercial developments .

Another area of concern stated by the Director is the inadequacy of
the roadway within the subdivision for a commercial development . The
Department of Public Works has stated, "Roadways within property were
designed by owner ' s consultant and reviewed by Department of Public
Works based on residential use and does not conform to roadway
standards for commercial zoned areas . "
In reference to the roadway within the subdivision, the
Planning Commission stated, "While the 50-foot right-of-way within
the subject property does not fully comply with the County' s 60-foot
standard, there are several factors to note . One is that this
property is a cul-de-sac and not a through street . " "Another factor
is that this subdivision has a curb , gutter and sidewalk section. "
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 448 and recommends that it pass first reading .
