Your Committee on Planning, to which was referred Bill No . 425 ,
regarding the rezoning request of Evelyn Bly, Kohala Estates
Subdivision , Unit I, Kahua , North Kohala, Hawaii , TMK: 5-9-06 : 1,
reports as follows:
Bill 425 amends Section 25-95A, Article 3 , Chapter 25 of the Hawaii
County Code , by changing the district classification of approximately
20 acres of land from Agricultural (A-20a ) to Agricultural (A-3a) .
According to the Planning Department , "This change of zone request is
one of six applications which are presently being processed by the
Planning Department asking for the same type of Agricultural 3-acre
zoning in generally the same area . "
The applicant plans to subdivide the subject property into six lots .
The applicant also plans to construct 4 to 6 dwelling units on the
newly created lots within 12 to 18 months after approval of the
subdivision .
The subject property is situated within the State Land Use
Agricultural District . The General Plan designates the area for
Extensive Agricultural uses .
The subject property is not classified on the State Department of
Agriculture 's Agricultural Lands of Importance to the State of Hawaii
map.
The Land Study Bureau 's Overall Master Productivity Rating for the
area is E or Very Poor .
The Kohala Ranch development will provide the necessary water to the
proposed lots . All other essential utilities and services are
available to the property .

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 425 and recommends that it pass first reading .
