Your Committee on Planning, to which was referred Resolution
No . 357-87 , regarding rezoning Ordinance 86-82 , which imposed certain
time requirements for the completion of certain phases of the
proposed development of Ahualoa Development, Inc . , reports as follows:
The purpose of Resolution No . 357-87 is to approve the request of
Ahualoa Development , Inc . to extend the time condition for one year .
The extension will be to , and including, August 19 , 1988 .
Resolution 357-87 was accompanied by Communication 699 .1 , a letter
dated September 15 , 1987 to Council Chairman Stephen Yamashiro from
Sandra Pechter Schutte , attorney for Ahualoa Development , Inc .
Communication 699 .1 states that the problems which prevented Ahualoa
Development, Inc . , from meeting the time requirement are as follows:
"1 . A drainage study is still in progress to determine the
existing drainage patterns and the effect of the
development upon the existing drainage . The results of
this study may require the reconfiguration of the
subdivision lots .
"2 . Hawaii Electric Light Company (HELCO) has imposed
additional requirements for installation of underground
utilities on the property, which include extending the
electrical lines for six miles to Hawi and constructing
an additional substation at Hawi . "
Ordinance 86-82 states that time extension may be granted by the
County Council for good cause shown . Your Committee believes that
Ahualoa Development , Inc . has demonstrated good cause for the
requested time extension .

recommends its adoption .
