Your Committee on Planning , to which was referred Communication
`Io . 1236 , requesting the Council to discuss certain proposals
regarding the Hawaii State Association of Counties, reports as
follows:
This communication requires Council to take positions on the
following:
1 . Proposal for HSAC reception.
2 . Proposal for HSAC IGR Committee informal gatherings .
3 . Legislative Resource Coordinator - professional
services
4 . Reconsideration on staff travel.
5 . Overall operations and objectives of HSAC .
Your Committee held discussions on each item and made the following
recommendations:
1 . Proposal for HSAC Reception
The Committee voted to recommend rejection of the
proposal for HSAC to host a reception for State and
County elected and appointed officials . The
Committee felt that smaller gatherings would be
more helpful in HSAC ' s lobbying effort .
2 . Proposal for HSAC IGR Committee Informal Gatherings
The Committee voted to recommend approval of an
appropriation of $2,500 from the unappropriated
fund balance for the purpose of allowing the
IGR Committee to host informal luncheon/dinner
receptions to promote the legislative package . The
Committee agreed that smaller gatherings would be
more meaningful in HSAC ' s lobbying effort .

3 . Legislative Resource Coordinator - Professional
Services
The Committee voted to recommend approval of the
remittance of $803 . 17 from the unappropriated fund
balance to the past Legislative Resource
Coordinator for payment of out-of-pocket expenses .
4 . Reconsideration on Staff Travel
The Committee voted to recommend approval to
appropriate $600 for each standing committee from
the unappropriated fund balance for staff travel .
5 . Overall Operations and Objectives of HSAC
The Committee discussed the objectives of HSAC and
noted that HSAC should serve as a lobbying group at
the Legislature. Through HSAC, the counties would
have a unified effort.
A concern was raised as to the effectiveness of
HSAC ' s lobbying efforts in the past . The Committee
agreed to allow the Vice President to relay this
concern to the Executive Committee .
Your Committee on Planning recommends approval of the actions , as
stated above in items 1-4 , and recommends that a copy of this report
be forwarded to the Hawaii State Association of Counties ' Executive
,Committee.
