/No . 1227 , regarding a report of the 31 . 1987 meetingof the

HSAC Inter-Governmental Relations Committee, reports as follows:
This communication provides a report on the IGR Committee 's meeting
and requires Council 's approval of the 1988 HSAC Legislative Program
Policy Statement .
The policy statement outlines the IGR Committee ' s procedures for
HSAC 's 1988 legislative program. Your Committee notes that the
lobbying efforts have been divided into specialized areas as follows:
(a) Maui - LESA, private wastewater treatment
(b ) Hawaii - tort reform, miscellaneous overlapping
functions, monitoring of water code
(c ) City & County - Revenues
(d) Kauai - Revenues
Your Committee on Planning recommends approval of the 1988 HSAC
Legislative Program Policy Statement and recommends that a copy of
_ this report be forwarded to the Hawaii State Association of Counties '
Inter-Governmental Relations Committee .
