Your Committee on Planning, to which was referred Bill No . 373 ,
regarding the rezoning request of Anastacio Pasamonte , Makapala ,
North Kohala, Hawaii , TMK: 5-2-09 : 30 , reports as follows:
Bill No . 373 amends, Section 25-95D, Article 3, Chapter 25 of the
Hawaii County Code , by changing the district classification of
. approximately 32,397 square feet of land from single family
residential (RS-15 ) to Village Commercial (CV-10 ) .
Improvements on• the subject property include two single family
dwellings , a garage and a large building that is used jointly as a
dwelling and store . The applicant 's site map shows the former
location of a gas pump and store .
The subject property was ,. and currently is , being used for commercial
purposes . According to the applicant , rezoning will legitimize
current uses of the property and enable the tenant who operates the
store to proceed with plans to improve the building . The tenant
would also like to eventually reactivate the old gas pump facilities
and begin production of coconut chips .
According to the applicant, the tenant has expressed an interest in
purchasing the subject property; however , there are no firm plans to
this effect .
The General Plan designates the property for Medium Density Urban
Development . Such a designation may allow fo'r Village Commercial
uses . The North Kohala Community Development Plan designates the
Makapala-Niulii Village area for Village Commercial and Residential
uses .
Water and essential utilities and services are available to the
property .
