Your Committee on Planning, to which was referred Bill No . 370 ,
regarding the rezoning request of Mauna Lani Resort, Inc . , Waikoloa ,
South Kohala, Hawaii , TMK: 6-8-1:Portion of parcels 22, 52 & 53 ; and
6-8-22: 5 , 7 , 9 , and portions of 1 , 2 , 8 , 10 , 11 , 12, 13 , 22, 23, 25 ,
26 , 32 & 35 , reports as follows:
Bill No . 370 amends Sections 25-95G and 25-95A, Article 3 , Chapter 25
of the Hawaii County Code , by changing the district classification of
approximately 602 acres of land from Unplanned to Multiple Family
Residential , Village Commercial and Open ; from Open to Multiple
Family Residential , Resort-Hotel , Village Commercial and Unplanned;
from Village Commercial to Resort-Hotel and Open ; from Resort-Hotel
(V-1 .0 ) to Multiple Family Residential , Resort-Hotel (V-1 .25 ) and
Open ; from Resort-Hotel to Open and Multiple Family Residential ; from
Multiple Family Residential (RM-1 .5 ) to Multiple Family Residential
(RM-4 ) , Resort-Hotel and Open and from Multiple Family Residential
(RM-3 ) to Multiple Family Residential (RM-4) , Resort-Hotel and Open .
The subject parcels are located within the Mauna Lani Resort (MLR) .
The General Plan identifies the MLR as a Major Resort Area . A Major
Resort Area is defined as a self-contained resort destination area
which is provided with basic and support services and facilities for
the needs of the entire development . Such facilities and services
include hotel rooms , residential units , recreational facilities ,
sewer , water , roads , etc .
The areas requested to be rezoned will be an integral part of the
existing and future developments within the MLR. These changes are
being requested to enable the applicant to implement their revised
master plan .
The rezoning action will allow the development of a second golf
course within the resort area and the construction of the proposed
Ritz-Carlton Hotel near Pauoa Bay.

To date , the following improvements have been constructed within the
MLR:
a . 18-hole golf course and clubhouse facilities
b . Tennis club complex
c . 351-room Mauna Lani Bay Hotel
d . 80-unit Mauna Lani Terrace Condominium
e . 116-unit Mauna Lani Point Condominium (under construction )
f . Historic preserve
g . Support utilities and facilities
The Department of Public Works stated that "We feel that a connection
road between Mauna Lani and Waikoloa should be constructed . A
timetable for its construction should be committed to . The EIS
states that one-third to one-half of the traffic on Queen Kaahumanu
is due to vehicles moving to and from the resorts . This traffic
should be via the connector road . "
The department also stated that " It is highly recommended that the
developer analyze the refuse generation of the project and based on
the results , propose appropriate improvements or actions . Should the
volume of refuse warrant a transfer station or other collection
system, construction costs and operation should be discussed. "

In response to Councilman Schutte 's query as to the appropriateness
of the Department of Public Works ' recommendation that plans for a
connector road between Mauna Lani Resort and Waikoloa Resort be
initiated , a representative of the Planning Department stated that
this matter will be addressed during the plan review process .
Councilman Schutte stated that Mauna Lani and Waikoloa are large ,
self-contained resorts , unlike individual. hotels in Kaanapali , and
that a connector road will not fit into the design plan of either
resort . Councilman Herkes agreed with Councilman Schutte .
Your Committee on Planning is in accord with the intent and purpose
of Bill No . 370 and recommends that it pass first reading.
