Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 371 , regarding the request by Kahala Capital Corporation to amend the General Plan , reports as follows: Bill 371 amends the General Plan Land Use Pattern Allocation Guide Map by redesignating approximately 314 acres of land, identified by Tax Map Key 7-3-9 : 4 , located at Ooma 2nd, North Kona, Hawaii , from Conservation and Open to a combination of Open, Intermediate Resort , Alternate Urban Expansion and Industrial . The Land Use Element is also amended to allow the development of an Intermediate Resort . The subject property is owned by American Trust Company of Hawaii , Inc. , Trustee . The petitioner , Kahala Capital Corporation , a Hawaii Corporation , has been authorized to file this General Plan amendment petition . The property is located a mile south of Keahole Airport and approximately seven miles north of Kailua-Kona . The following table summarizes the proposed land uses and acreages involved: LAND USE ACRES Resort Hotel 25 Multi-Family 20 Marine Park/Visitor Center 20 Office Park 20 High-Tech Area 50 Golf Course/Clubhouse 130 Beach Parking/Open/Rds . 49 TOTAL 314 The General Plan defines an Intermediate Resort area as a self-contained resort destination area which provides basic and support facilities for the needs of the entire development on a smaller scale than a Major Resort Area. Such facilities shall include sewer , water , roads , employee housing, recreational facilities , etc . PC REPORT NOo 225 ADOPTED : JUN 3 1987 411 110 PC- 225 Page 2 May 26 , 1987 According to the petitioner , "The central element of the development concept is the creation of a self-contained , intermediate resort development oriented around an 18-hole golf course, while at the same time providing space for high-technology users to complement the neighboring HOST Park currently being developed by the State of Hawaii . " Testimonies were heard from the following individuals who spoke in support of Bill 371: 1 . Robert E. Bethea , President-Elect , Hawaii Island Chamber of Commerce 2 . Larry Isemoto, President, Japanese Chamber of Commerce and Industry of Hawaii 3 . Herbert S. K. Kaopua , Sr . , representing Building Trades Council 4 . Bill Cook , Executive Director , Kona-Kohala Chamber of Commerce 5 . Glenn A. Santos , President, Hawaii Island Portuguese Chamber of Commerce 6 . Clint Taylor , Executive Director , Hawaii Island Economic Development Board Letters of support were also submitted by the following: 1 . Arthur E. Carter , Jr . , dba Kona C's Coffee 2 . George S. Lockwood, General Partner , Hawaiian Abalone Farms Councilman Robert Herkes questioned the appropriateness of Condition D of the bill which states that "the Petitioner shall work with the State Department of Transportation , Airports Division , and the County of Hawaii Planning Department to assure that site design and plans are compatible with present and future uses of Keahole Airport . " Councilman Herkes stated that the project should be designed to be compatible with present and planned uses of the airport ; however , to expect it to be compatible with future or unknown uses is unreasonable . A representative of the Planning Department stated that the reason for inclusion of "future uses " is that the Airports Division doesn ' t have complete plans for the airport and wants the assurance that they will be able to discuss site planning alternatives with the developer . 410 • PC- 225 Page 3 May 26 , 1987 Your Committee on Planning is in accord with the intent and purpose of Bill 371 and recommends that it pass first reading .
