Your Committee on Planning, to which was referred Bill No . 358 ,
regarding amendments to Chapter 18 , Article 1 , Division 2 , of the
Hawaii County Code, relating to the County Transportation Commission,
reports as follows:
Currently, the code requires the Mayor to either replace or reappoint
one-half of the members, of the Commission on an annual basis . The
Mayor 's rationale for amending the code is that , "Five-year staggered
terms without reappointment would better ensure both continuity and
turnover ." The . amendments are as follows:
"Commissioners shall serve staggered terms of five
years , one member to be appointed to a term of one
year , two for a term of two years , two for a term of
three years, two for a term of four years and two for a
term of five years . No member shall be eligible for a
second appointment to the commission prior to the
expiration of two years , provided that members of the
commission initially appointed for a term of one year
and two years shall be eligible to succeed themselves
for an additional term. "
The bill further amends the code to expand the commission 's scope of
responsibility. The amendments are as follows :
"In addition, the commission may serve as an advisory
body to the Mass Transportation Agency and, upon
request of the Mayor or council , advise on other
transportation-related matters . "

Your Committee on Planning is in accord with the intent and purpose
of Bill 358 and recommends that it pass first reading .
