Your Committee on Planning, to which was referred Bill 352 , regarding
the request by Kona Beach Development Venture, L. P. , to amend the
General Plan, reports as follows:
Bill 352 amends the General Plan Land Use Pattern Allocation Guide
Map by redesignating approximately 470 acres of land , identified by
Tax Map Key 7-3-09 :03 & 16 , located at Kohanaiki , North Kona, Hawaii ,
from Conservation and Open to Resort , Medium Density Urban, Low
Density Urban and Open designations . The General Plan Land Use
element is also amended to include Kohanaiki as an Intermediate
Resort area .
The petitioner is a Delaware limited partnership, the general partner
of which is Kona Beach Development Corporation .
The property consists of approximately 470 acres and is located makai
of Queen Kaahumanu Highway , approximately two miles south of Keahole
Airport and two miles north of Honokohau small boat harbor .
The proposed project will consist of two hotels containing a total of
700 hotel rooms , 800 resort condominium units , 200 single family
• residential house lots , 150 multi-family apartment units for support
housing and a 10-acre marina basin for approximately 150 boat slips .
The project will also include two commercial areas , each containing
approximately 33 ,000 square feet of leasable commercial floor space ,
an 18-hole golf course , tennis courts , swimming pools and health spas .
The Planning Director is recommending approval of the petition ,
subject to several conditions . Bill 352 is amended to include the
following conditions, as recommended by the Planning Director :
1 . That employee housing and a range of residential opportunities be
provided on-site .
2. That the petitioner shall be responsible for providing all
on-site infrastructural requirements and improvements; and where
possible, shall consider joint systems with neighboring
developments .

3 . That the petitioner shall participate in a joint water quality
monitoring system with the Natural Energy Laboratory of Hawaii
and the Hawaii Ocean Science Technology Park .
4. That the petitioner shall develop an archaeological resource
management plan which shall include considerations for the Kaloko
National Historic Park and which shall be completed prior to the
design of the marina .
Your committee heard testimony from Mark Hastert of Helber , Hastert &
Kimura , planners for the petitioner . He informed the committee that
Kohanaiki is designed to attract the growing number of affluent young
people who are seeking a more active social and recreational
atmosphere within a resort .
Mr . Hastert touched on the following possible problems areas and the
petitioner 's plans for mitigating these problems:
1 . Anchialine Ponds: In order to protect the ponds from development
intrusions and surface water run-off , a pond management plan will
be prepared by the applicant for approval by the County.
2. Near Shore Waters : The applicant has agreed to participate in a
joint water quality monitoring program with the NELH and HOST
Park .
3. Beach Access: The Pine Trees Beach area shall be made accessible
to the public via a new road and parking area .
4 . Aircraft Noise: The State Land Use Commission has placed
conditions on development within the northwest corner of the
Kohanaiki site . These include a noise easement for all lands
within noise impacts exceeding 55 Ldn and sound attenuated
construction for all condominiums in areas subject to noise
between 60 and 65 Ldn. The boundaries established for these
areas are based on the 1990 noise contour map prepared for the
Department of Transportation .
5 . Employee Housing: The applicant plans to provide up to
150 support housing units on-site adjacent to the marina village
complex. These are intended for singles or childless couples who
wish to be an active part of the marina village and resort
community.

Your Committee on Planning is in accord with the intent and purpose
of Bill No. 352, Draft 2 , and recommends that it pass first reading .
