Your Committee on Planning, to which was referred Bill No . 348 ,
regarding the request by Huehue Ranch to amend the General Plan ,
reports as follows :
Bill 348 amends the General Plan Land Use Pattern Allocation Guide
Map by redesignating approximately 675 acres of land, identified by
. Tax Map Key 7-2,-04 :05 & 16 , located at Kukio, North Kona , Hawaii ,
from Conservation to Resort, Medium Density Urban, Low Density Urban
and Open . The General Plan Land Use element is also amended to
include Kukio as an Intermediate Resort area .
The proposed amendment would result in the following approximate land
use allocation: 3 acres Open, 45 acres Resort, 267 acres Medium
Density and 340 acres Low Density.
The subject property is owned by Kaloko Land Corporation,
William Lloyd Davis and Elizabeth Davis Rogers of California . The
amendment petition was filed by Huehue Ranch, a general partnership,
which manages the property. .
According to the petitioner , "The proposed project is a
master-planned resort community that combines visitor and residential
lodging with recreational and commercial facilities . The coastal
parcel is envisioned as the major focal element for resort activities
with inland properties utilized for a mixture of multi-family and
single-family residences, recreational land uses and a small
commercial complex. "
The Planning Director is recommending that the request be approved,
provided , however , that the anchialine pond complex be included
within the General Plan Open designation..

Your Committee on Planning is in accord with the intent and purpose
of Bill 348 and recommends that it pass first reading and be
recommitted to the Planning Committee for further discussion .
