Your Committee on Planning, to which was referred Bill No. 332,
regarding proposed amendments to the Limited Industrial zoning
designation of the Zoning Code, reports as follows :
Bill 332 amends Chapter 25, Article 16 , Sections 25-215 to 25-221 , of
the Hawaii County Code by dividing the present Limited Industrial
zoning designation into two categories : The categories shall be
designated by the symbols ML-a and ML-b . ML-a districts shall
represent uses Which are more passive and less offensive in nature
than ML-b uses .
Communication 956 , which transmits Bill 332, states that "Currently,
'permitted uses within the Limited Industrial zoned properties range
from a contractor 's baseyard to uses which have no measurable
nuisance qualities beyond the property line. This range of permitted
uses is, obviously, much too great. " Dividing the uses permitted in
the Limited Industrial designation into two categories will correct
this problem by limiting the .range of permitted uses .
Planning Director Albert Lono Lyman informed the Committee that the
Planning Department is also working on amendments to the
Limited Industrial zoning designation. While their amendments will
be similar to those being proposed in Bill 332, their proposal will
include certain commercial uses as permitted uses within
Limited Industrial zones .

Your Committee on Planning is in accord with the intent and purpose
of Bill 332 and recommends that it pass first reading, after which,
your Committee further recommends that it be forwarded to the
Planning Department for review and hearing by the Planning Commission.
