Your Committee on Planning, to which was referred Communication
'go . 948 , reports as follows :
Communication 948 is a memo from Councilman Takashi Domingo,
President of the Hawaii State Association of Counties ( H.S.A. C) to
all H.S.A. C. Vice Presidents . President Domingo explains , in the
memo, his reasons for preempting committees from meeting during the
past Mid-Year Conference . Basically, time constraints would have
prevented the committees from complying with H.S.A. C. 's policies as
they apply to reporting requirements . President Domingo notes that
the policies should be amended if the consensus of the membership is
that H.S.A. C. should return to its previous meeting and reporting
procedures .
Communication 948 also transmits a proposed budget for
H..S.A. C. 's 1987-88 Fiscal Year , as submitted by Treasurer ,
Councilwoman Lorraine Jitchaku-Inouye .
Your Committee on Planning has reviewed the proposed budget and
recommends favorable action .
