Your Committee on Planning, to which was referred Bill No. 327,
regarding the rezoning request of Yoichi Yamada, Waiakea Homesteads ,
South Hilo, TMK: 2-4-39: 7 , reports as follows:
Bill 327 amends Section 25-114, Article 3 , Chapter 25 of the
Hawaii County Code, by changing the district classification of
approximately 84, 265 square feet of land from Agricultural 3-acre
(A-3a) to Single Family Residential - 10 ,000 square foot (RS-10 ) .
The applicant plans to subdivide the subject property into six lots ,
ranging in size from 11,559 square feet to 13,359 square feet . The
applicant also plans to construct single family dwellings on five of
the lots . The existing dwelling on the property will be relocated to
the sixth lot .
The property was not being used for agricultural purposes .
Surrounding land uses include single family dwellings and pasture
uses .
The General Plan designates the property for Low Density Urban
Development . The Hilo Community Development Plan designates the
property for RS-10 and RS-15 zoning. The State Land Use district
classification is Urban . The Department of Agriculture ' s
Agricultural Lands of Importance to the State of Hawaii classifies
the land as Urban .
Water for the proposed development is available. A water commitment
was granted until August 31 , 1989 . All other essential utilities and
services are available to the property.
