Your Committee on Planning, to which was referred Bill No. 326,
regarding the rezoning request of Tildawn Boyes , Inc. ,
Waiakea Homesteads, South Hilo, TMK: 2-2-38: 29 , reports as follows:
Bill 326 amends Section 25-114, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
approximately 21 ,780 square feet of land from Multiple Family
Residential (RM-7) to Multiple Family Residential (RM-4) .
According to the Planning Department , in October 1979, the applicant
submitted a request to change the zoning of the subject property from
a Single Family Residential - 10 ,000 square foot to a Multiple Family
Residential - 4,000 square foot zoned district . After reviewing the
request , the former Planning Director felt that a multiple
residential density of 7 ,000 square feet of land per unit was more
appropriate for the property at that time. Therefore , the director
recommended the approval of an RM-7 zoning district.
The Planning Commission, however , voted to recommend denial of the
request .
On May 6 , 1981, the County Council approved the rezoning of the
property with the RM-7 designation recommended by the Planning
Director .
On September 25 , 1985 , the applicant submitted a request to change
his property from an RM-7 to an RM-1 zoned district .
On November 7 , 1986, the applicant withdrew the request and amended
the change of zone application to an RM-4 zoned district .
According to the Planning Department, the applicant plans to
construct two additional single family residences. These two
dwelling units will bring the total number of units on the property
to five . The applicant is also planning to construct ten parking
stalls, as required by the Department of Public Works.
Water and other essential utilities and services are readily
available to the property.
