Your Committee on Planning, to which was referred
'Communication No . 883 , reports as follows :
Communication No . 883 is a report from Councilman Russell Kokubun of
the meeting of the Inter-Governmental Relations Committee of the
. Hawaii State Association of Counties, which was held on December 17 ,
1986 .
Councilman Kokubun explained briefly the following three items which
are being considered and discussed by the Inter-Governmental
Relations Committee : General Excise Taxing Authority, Hotel Room Tax
and Grants-in-Aid program. He requested input from the
Councilmembers on what percentage of the revenues from the hotel room
tax should be pursued by the counties . Some Councilmembers felt that
a 40/60 ratio would be appropriate since the counties are responsible
for the recreational facilities , and provide police and fire
protection for the tourists . However , caution was advised that if
the counties go for too much , they might end up with nothing .
With regard to the general excise taxing authority and the
grants-in-aid program, Mr . Schutte stated that it 's an either/or
situation. If the counties pursue general excise taxing authority,
the grants-in-aid from the State will automatically be cut off and
nothing will be gained; instead, it will cost the people an extra
half a percent or one percent more in excise taxes .
Discussion was had on the wastewater treatment system transfer .
Councilman Kokubun stated that Maui County is proposing to repeal the
transfer of the wastewater treatment system over to the counties .
The consensus of the committee members was that Maui County should be
supported unless the State is willing to appropriate the necessary
funding an infinitum for the transfer .
