Your Committee on Planning, to which was referred Bill No. 309,
regarding the rezoning request of Ronald Becker , Kaauhuhu Homesteads ,
North Kohala, TMK: 5-5-01:20, reports as follows :
Bill No. 309 amends Section 25-95B, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
approximately eight acres of land from Agricultural 20-acre (A-20a)
to Agricultural 3-acre (A-3a) and Agricultural 5-acre (A-5a) .
The applicant intends to subdivide the property into two lots,
consisting of 3 acres and 5 acres . The 5-acre lot will be retained
by the applicant . They also plan to build their residence on this
lot . The 3-acre parcel may be sold to offset development cost.
The General Plan designates the property as Intensive Agriculture.
The State Land Use district classification is Agriculture. The
property is classified as "Prime" according to the Agricultural Lands
of Importance to the State of Hawaii (ALISH) map.
The Real Property Tax Division stated, "The subject property will be
subject to rollback taxes for the last 10 years together with a
penalty of 10% per year when subdivided in lots of five acres or
less . "
All essential utilities and services, including water , are or will be
made available to accommodate the proposed development .
Your Committee on Planning is in accord with the intent and purpose
of Bill 309 and recommends that it pass first reading .
