Your Committee on Planning, to which was referred Bill No. 308,
regarding the rezoning request of Shiro Takata, Kapua, North Kohala,
TMK: 5-4-07 :10, reports as follows :
Bill No. 308 amends Section 25-95C, Article 3, Chapter 25 of the
Hawaii County Code, by changing the district classification of
approximately 2.51 acres of land from Single Family Residential -
15,000 square foot (RS-15) to Neighborhood Commercial - 20,000 square
foot (CN-20) .
The area under consideration is a portion of a 7 .6-acre parcel owned
by the applicant . The remaining 5+-acre area will be retained in its
present RS-15 zoned district .
The applicant plans to develop a mini-shopping center which would
include a general merchandise store, snack shop, commercial offices ,
etc.
The General Plan designates the property for Alternate Urban
Expansion. The North Kohala Community Development Plan considers the
property to be within the Kynnersley-Kapaau Village Area which is
planned for residential, village commercial and neighborhood
commercial uses .
The North Kohala Business Association stated, "After considering the
above noted change of zone application, and interviewing the
respective applicant, the Board of Directors of the North Kohala
Business Association recommends approval , since this project is
consistent with the needs and character of the community. "
Water and other essential utilities and services are available to the
property.
