Partnership, Waika, North Kohala, TMK: 5-9-05 :6, reports as follows : Bill 293 amends Section 25-95A, Article 3, Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 86.9 acres of land from Unplanned (U) to Agricultural 1-acre (A-la) . The property fronts the mauka side of Akoni Pule Highway, between Kohala Estates Subdivision and the North/South Kohala boundary. The petitioner plans to create a 68-lot subdivision consisting of 1-acre sized lots. The soil in the subject property is not suitable for commercial agricultural uses . The Land Study Bureau' s overall master productivity rating for agricultural use is Class "E" or Very Poor. Also, the property is not classified according to the State Department of Agriculture ' s Agricultural Lands of Importance to the State of Hawaii systems. There is no municipal sewage system in the area; therefore, individual cesspools will be constructed to dispose of sewage. There is also no public water system in the area. However, Kohala Joint Venture has developed a private system in conjunction with its Kohala Ranch Subdivision. Kohala Joint Venture has provided, to the petitioner, a water commitment of 36,000 gallons of water per day. Electricity is not readily available to the subject property. In its comments on the proposed subdivision, Hawaiian Electric wrote "Please notify the applicant that the proposed development is located in an area where HELCO ' s electric service facilities are at limited capacity. Further development of the Kohala Estates Subdivision and the Kohala Ranch Subdivision are contingent upon the developers of those subdivisions providing a distribution substation to provide adequate capacity for those developments . The applicant must consult with HELCO for electric service availability to the proposed 68-lot subdivision. " (While electricity is not readily available to the proposed development, it should be noted that the subdivision code does not require electricity. ) PC REPORT No . 169 ADOPTED : DEC 3 1986 r 4Ik PC-169 Page 2 November 24, 1986 According to the Planning Department, the General Plan designates the subject property as Extensive Agriculture and that the rezoning request conforms to the General Plan land use designation for the area.
