Your Committee on Planning, to which was referred Bill No . 268 ,
regarding the rezoning request of Hiroshi Seto, Waiakea House Lots ,
TMK: 2-2-34 : 34, reports as follows:
Bill 268 amends Section 25114, Article 3 , Chapter 25 of the
Hawaii County Code , by changing the district classification of
approximately 22,500 square feet of land from Single Family
Residential ® 10 ,000 (RS-10 ) to Single Family Residential
7 ,500 square foot (RS -7 .5 ) .
The General Plan designates the property for Medium Density Urban
Development. Such a designation may allow single family residential
uses at a maximum density of 5 .8 units per acre . The requested
zoning change falls within this density limit .
The Hilo Community Development Plan designates the property for
Multiple Residential s 4 ,000 square foot (RM-4 ) zoned district . This
equates to a density of approximately ten units per acre.
Two rental units currently occupy the property. The applicant 's
first step is to subdivide the property into two lots of 7 ,500 and
15 ,000 square feet in size . A single family structure , to be used as
a rental unit, will be constructed on the 7 ,500 square foot property.
The applicant 's second step is to demolish the two existing dwellings
on the 15 ,000 square foot lot. The lot will then be subdivided into
two 7 ,500 square foot lots and single family dwellings , for rental
purposes , will be constructed on each of the two lots .
The subdivision will connect to the county sewer line that runs along
Manono Street. Water and all essential utilities and services are
available to the subdivision .
