HomeMy WebLinkAboutREP PC 167 11/24/1986 1984-1988 • . ® REPORT OF THE 410 COMMITTEE ON PLANNING r DATE: November 24, 1986 Re: Comm. 813 PLACE: Councilroom TIME: 1: 30 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 267, regarding the rezoning request of Peter Vana, Waiakea Houselots , TMK: 2-2-34:98, reports as folllows: Bill 267 amends Section 25-114, Article 3, Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 9, 780 square feet of land from Single Family Residential - 10,000 square foot (RS-10) to Neighborhood Commercial - 7,500 square foot (CN-7.5) . The applicant plans to convert an existing residential structure on the property into an office for his construction business . The applicant states that construction equipment and material will be stored at his baseyard and not on the subject property. The Planning Commission is recommending that the rezoning request be denied, based on the Planning Director 's findings and recommendation. The Planning Commission states that "The Commercial development plan for the City of Hilo is established through the General Plan and the Hilo Community Development Plan. These plans have resulted in a commercial development strategy for the city which calls for the development of the High Density Urban designation in the vicinity of downtown Hilo, Kaiko 'o and the Hilo Shopping Center areas and at the Prince Kuhio Plaza. Other potential commercial zonings are planned to meet neighborhood convenience needs in the growing suburban areas of the city. " The Commission further states that "The portion of the Waiakea Houselots where the subject property is located is designated as Medium Density Urban by the General Plan. The Medium Density Urban General Plan designation may allow residential and/or commercial uses. However, it is not the intent of the General Plan to allow for scattered commercial zonings throughout the Medium Density Urban designations. " The petitioner, in his application, states that "The site- is located on the Makai, Hamakua corner of Kekuanaoa Street and Mi1lilani Street, Immediately Mauka are the grounds of the. formOr Sheraton Waiakea Hotel and the HT&T Credit Union. Excelsior Dairy Ltd. is situated on the Mauka, Puna side of Kekuanaoa and Mililani Streets. Immediately adjacent to the subject property on the Hamakua and Makai side are residences . Applicant firmly believes that the use of the present facilities as office space will not have an adverse environmental impact on the surrounding area or the County.
