Your Committee on Planning, to which was referred Bill No . 108,
Draft 2, reports as follows :
Bill 108, Draft 2, amends the Hawaii County Code by adding a new
chapter to allow the County of Hawaii to amend State land use
district boundaries involving land areas of 15 acres or less , except
those lands within the State Land Use Commission Conservation
District .
The authority to process land use amendments involving lands of
15 acres or less was delegated to the counties by Chapter 205- 3.1 of
the Hawaii Revised Statutes .
Bill 108 passed first reading of the County Council on
December 4 , 1985 and was referred to the Planning Department and
Corporation Counsel for review and comments .
On October 21 , 1986 , Planning Director Albert Lyman transmitted to
Planning Committee Chairman Takashi Domingo, Draft 2 of the bill ,
along with the comment that Draft 2 is the product of joint efforts
between the Planning Department and Corporation Counsel .
Your Committee on Planning is in accord with the intent and purpose
of Bill 108, Draft 2, and recommends that it pass second and final
reading.
