Chase Hoffman, Kaloko Mauka Subdivision, Increment I, Kaloko, North Kona, Hawaii, TMK: 7-3-24 : 21, reports as follows : Bill No. 205 amends Section 25-86, Article 3 , Chapter 25 of the Hawaii County Code, by changing the district classification of approximately 17 .37 acres of land from Agricultural 20-acre (A-20a) to Agricultural 3-acre (A-3a) . According to Planning Commission Chairperson Barbara Koi ' s letter of October 2 , 1986 , the Planning Commission is recommending that the rezoning request be approved overriding the Planning Director ' s recommendation that it be denied. Subsequent to the issuance of this letter , however, the Planning Director verbally informed Planning Committee Chairman Takashi Domingo that he has since reversed his recommendation. The subject property is located in the general vicinity of two other properties that were recently rezoned: Donald Severson and Henry Kveen. It should be noted that the subject property is located closer to the Belt Highway than the two properties mentioned above . The Department of Public Works (DPW) has, in the past and in reference to this rezoning application, expressed concern over rezoning of lots within the Kaloko Mauka Subdivision. Their concerns involve the overtaxing of existing infrastructure within the subdivision, the eventual congestion of the Kaloko Drive-Belt Highway intersection and traffic congestion on Palani Road. Palani Road is the primary road linking portions of mauka Kona to the business and employment center of Kailua . During your committee' s hearing of Henry Kveen' s application in July 1986 , the Planning Director stated that the DPW believes that if rezoning is limited to lots below the 2 ,100-foot elevation, the additional number of lots that will be created should not severely overburden existing infrastructure. The subject property is situated below this elevation. As far as the Kaloko Drive-Belt Highway intersection is concerned, your Committee on Public Works is presently evaluating what, if any, impact further rezoning will have on the intersection. Your PC REPORT No . 163 ADOPTED : NOV 3 1986 r ill 411 PC- 163 Page 2 October 21 , 1986 Committee on Public Works agreed to look into this matter at the recommendation of Councilwoman Lorraine Jitchaku--Inouye during the Planning Committee' s meeting of July 8 , 1986 . Also, condition F of Bill 258 requires the applicant to contribute $3 ,000 per 3-acre lot toward future improvement of the intersection. Traffic congestion on Palani Road should be relieved somewhat as soon as the access road to link the Belt Highway and Queen Kaahumanu Highway is completed. The proposed road will be built through properties owned by Y-O Limited Partnership and TSA International , Ltd . Construction is tentatively scheduled to commence no later than June 1988 with completion two years hence. The applicant plans to create a 5-lot subdivision consisting of two 3-acre lots, two 3 . 2-acre lots, and a 4 .9-acre lot. The applicant will then convey the lots to his brother and three sons. The applicant states that houses will be constructed on each lot. According to the Planning Department, "The requested Agricultural 3-acre (A-3a) zoning does conform to the General Plan land use designation for the area. " The Kona Regional Plan designates the area for A-3a use. The Department of Water Supply states that "The applicant secured an assignment of rights for five (5) units in the Kealakekua Source Agreement. Pursuant to the agreement, a water commitment will be issued upon payment of $1,500 per unit. Based on this, we have no objections to the subject request.
