Your Committee on Planning, to which was referred Bill No. 252,
regarding modification of Condition F of Ordinance No. 731 , reports
as follows:
Change of zone Ordinance No. 731 was enacted a couple of years ago.
It rezoned 8 .7 acres of land from Agricultural 1-acre to
Single Family Residential - 10 ,000 square feet. The development
fronts Kanoelehua Avenue and is referred to as Panaewa Hillcrest
Subdivision. Condition F of the ordinance permits only right turn
movements in and out of the subdivision. This condition was
recommended by the State Highways Division.
The Highways Division has since modified the intersection to allow
left turn movements. The Division has stated that it has no
objection to modifying Condition F .
Bill No. 252 amends Condition F by deleting portions of the condition
that restricts movements to right turns only. Condition F is amended
as follows:
Only one (1 ) access from Kanoelehua Avenue be permitted.
[ Since Kanoelehua Avenue will be one-way Hilo-bound fronting
the property after the completion of the highway improvements,
only right turn movements will be allowed in and out of the
proposed subdivision. No through connection to the
Keaau-bound lanes will be permitted at the subdivision
access. ] Access to all lots shall be from the interior
subdivision roads ; thus , no direct access shall be allowed
from the lots onto Kanoelehua Avenue.
