Your Committee on Planning, to which was referred Bill No. 251,
regarding the rezoning request of Raymond Nakamoto ,
Waiakea Houselots, TMK: 2-2-26 : 3 , reports as follows:
Bill 251 amends Section 25-114 , Article 3 , Chapter 25 , by changing
the district classification of approximately 20 ,663 square feet of
land from Single Family Residential (RS-10 ) to Neighborhood
Commercial (CN-20 ) in Waiakea Houselots .
The property is located on the southwest corner of Kawili and
Kinoole Streets and is currently zoned Single Family Residential .
The applicant is requesting that the zoning designation be changed to
Neighborhood Commercial to enable him to construct a two-story
building which will consist of offices , a laundromat and other
commercial activities on the first floor and five apartment units on
the second. The two-story structure will be approximately
3 ,360 square feet in size.
The subject property is located within the State Land Use Urban
District. The County General Plan designates the property for
Medium Density uses, which may include neighborhood commercial uses .
The Hilo Community Development Plan designates the area for
Multiple Family Residential uses.
The petitioner had applied for a similar change of zone in 1983 . The
application was denied by the Planning Director in February 1983 .
The applicant subsequently appealed the Planning Director ' s action to
the Planning Commission. The Commission voted to uphold the
Director 's action. One of the primary reasons for denial is the
Hilo Community Development Plan 's statement that "No further
commercial development should take place outside of the City Center
except for neighborhood commercial centers . "
The Planning Director has now concluded that circumstances
surrounding the application has changed since the previous Director 's
decision to deny the application. The Planning Director is now
recommending approval .

The recommendation for approval is supported by the University of
Hawaii Hilo Housing Development Feasibility Study which was compiled
for the University by Wilson, Okamoto in 1985 . The study showed that
there is a need for additional student housing. Also, interviews
with students living in dormitories revealed that there is a need for
commercial outlets within easy walking distance; The study also
states that "To an extent, the success of Hilo complex as a viable
academic community with a high percentage of residential students
will depend on the proximity of commercial amenities. "
Water and other essential utilities are readily available to the
property.
Your Committee on Planning is in accord with the intent and purpose
of Bill 251 and recommends its approval .
